(ACT NOT IN FORCE)

1. Definitions

  1. “Caucasian” means any person of European ancestry, who does not also have first nation ancestry.
  2. “Native” means a person who’s ancestry is that of any of the first nations in the District of British Columbia.
  3. “First Nation” means a nation or group of natives.
  4. “Settler” means anyone who is not native, who has come to the District of British Columbia to live or visit for any period.
  5. “Nation Organization” means a nation member of the United First Nations.

2. Administration

The manager of the Department of Settler Affairs shall administer this act.

3. Application of Act

This act shall apply to all settlers and caucasians residing in the District of British Columbia, and other territories administered by the United First Nations.

4. Infringement of Rights

  1. Settlers shall not have the right to infringe on the rights and freedoms of native people.
  2. Settlers shall not infringe on the laws of the first nation, in which they reside.
  3. Settlers shall not make laws or policies that supersede the laws of the first nations or their people.
  4. Settlers shall not lay claim to the natural resources, minerals, water, animals, or lands of any first nation.

5. Application of Nation Laws

Settlers are subject to all laws of the first nation in which they reside, work, and visit. No settler law is above the laws of a first nation.

6. Penalties

Any settler who is in violation of any section of this act is liable for the following penalties:

  1. First offence: a fine of $100
  2. Second offence: a fine of $500
  3. Third and subsequent offences: a fine of $1,000 and up to one (1) year in jail

7. Commencement

This act comes into force by resolution of the United First Nations’ council.
