Purpose
The Congress is appointed by the Council of the United First Nations (the “Council”) to serve as a legislative body and forum for the member nations.
Membership
The Congress shall be comprised of representatives of members of Nation Class (Class B). One representative per nation shall be allowed a seat on the Congress. The Congress shall elect one member as the Congress’ chair (the “Chairman”), by simple majority, to serve a term of one year, for a maximum of two consecutive terms.
Operations
- The Congress shall hold regular meetings at least 4 times per year, and report on a regular basis to the Council.
- The Congress may form and delegate to one or more subcommittees a portion of the Congress’ authority, duties, and responsibilities, and may establish such rules as it determines necessary or appropriate to conduct the business of the Congress provided such rules do not violate this charter or UFN laws and policies.
- The Congress shall assess and review its performance annually and report the results to the Council.
- The Congress shall review and assess the adequacy of this charter annually and, if appropriate, recommend changes to the charter to the Supreme Soviet.
Authority, Duties, and Responsibilities
The Congress of Nations shall:
- Introduce laws and policies that affect member nations.
- Discuss and debate such laws and policies in a constructive manner.
- Vote on presented laws and policies, with a simple majority vote required to pass said law or policy.
- Submit voting results of laws and policies to the Council, who will make the final decision on whether a law or policy will come into force. Laws come into force when signed by the President of the UFN Council.
- Make amendments to laws, of which require a majority vote and approval by the Council.
- Ensure that the cultures and traditions of members are taken into consideration when reviewing laws and policies.
- Research and remain knowledgeable of issues affecting member nations and their cultures and traditions.
- Serve as a forum for discussion of issues facing nation members.
- Bring issues affecting nation members, and possible solutions or courses of action, to Council for consideration.
- Follow all UFN laws and policies, and abide by this charter, as amended by the Council from time to time.
- Apply professional conduct in all matters of the Congress.
